Question #2 Vote Results
Question #2, which was on the ballot during the midterm elections on November 3, proposed capping the annual growth of the district's local property-tax levy and imposing a 6% limit on defined SAU central-office administrative expenditures.

The measure did not pass in the ConVal School District. Across our member towns, 52.90% of voters voted yes, which fell short of the required 60% threshold to pass. Please see the detailed voting results in the table.

School Board Hearing About Question #2
About a dozen ConVal residents attended the school board public meeting on Question 2 at the SAU on Monday night, with nearly 50 viewers watching the livestream online.

Question 2 — which will be on the ballot next Tuesday, November 3 — limits local school property-tax levy growth to the prior year's amount adjusted for regional inflation and new taxable property construction. It also restricts SAU administrative and general management spending to a maximum of 6% of total school district appropriations.

With Superintendent Dr. Ann Forrest, school board members, and audience members looking on, Board Vice Chair Curtis Hamilton gave a thorough presentation on the provisions of the two statewide-mandated caps and presented explanatory scenarios related to the proposed mandate.

During the Q&A portion following the presentation, audience members were invited to ask questions, which were variously answered by Hamilton, School Board Chair Mike Hoyt, other school board members, and Business Administrator Neal Cass.

Sutton Wins Science Educator of the Year Award
Congratulations to Jenn Sutton, who recently received the Elementary Science Educator of the Year Award from the New Hampshire Science Teachers’ Association (NHSTA). This award is presented annually to an outstanding K-6 science educator who demonstrates strong subject understanding, shows exceptional enthusiasm for teaching, and has an established record of leadership in the field. Among several other qualifications for the award, honorees must integrate NH Science Standards effectively into daily lessons and use innovative, accessible methods to engage students.

“Jenn brings science to life through place-based learning and hands-on inquiry, seamlessly integrating NGSS standards into daily lessons in math and literacy,” Principal Rachel Hill observed in her award nomination letter last year. “By constructing arguments to solve real-world problems, her students explore ideas about ecosystems and life cycles as active investigators.”

Hill also emphasized the close collaboration between the Harris Center for Conservation Education, where Sutton serves on the Board of Trustees, and the ConVal School District: “Jenn’s commitment is explicitly visible through her partnership with the Harris Center, where students engage in raising and releasing painted turtles. Whether tracking bird migration patterns or observing local habitats, Jenn ensures her students see science not as a subject in a book, but as a connection to their own community.”

Tiffany Thompson, President of the New Hampshire Science Teachers’ Association, noted in her award letter that Sutton’s “outreach to the students in the education community of New Hampshire is truly remarkable and epitomizes the spirit of the Elementary Science Educator of the Year Award.”

Sutton was presented with the award during a ceremony at the annual NHSTA conference in Concord on October 8.

Public Hearings on Question #2
The Contoocook Valley School District Board has scheduled Public Hearings on the question that will appear on the November State General Election ballot:

Wednesday, October 21, 2026 @ Dublin Consolidated School @ 7:00 p.m.

Monday, October 26, 2026 @ SAU 1 Office @ 7:00 p.m. This Public Hearing will also be livestreamed: www.youtube.com/watch?v=0iu2vNbzdT8

The hearing concerns House Bill 1300: Establishing a school district local tax cap question for the state general elections of 2026 and 2028 and related limitations on central office administrative expenses in school districts.

These Public Hearings are authorized by House Bill 1300. A meeting of the Board is also scheduled to take place after each hearing.

Renata Bowers Visits Elementaries
Three ConVal elementary schools — Antrim, Pierce, and Peterborough — recently welcomed Renata Bowers for an author's visit. Bowers is the writer of the Frieda B. book collection that earned the National Moonbeam Children's Book Award.

In the book series, Frieda B., a fiery red-headed girl with a deeply creative mind, goes on imaginative adventures, learns lessons of kindness, and comes to believe in her own unique importance in the world, becoming free to be herself.

Bowers visited 3rd and 4th grade classrooms over a two-day residency period. In the first session, she shared the story of Frieda B. and the Finkledee Ink. Frieda dreams of becoming a great writer and believes the "Finkledee Ink" peddled by a traveling salesman will help her fulfill that dream. When the jar breaks, Frieda realizes that the talent was in her all along. The story teaches children that natural gifts and dreams do not require anything to be bought or acquired to be realized.

In the second session, Bower shared Frieda B. and the Zillabeast, a story about the importance of kindness and putting others first. When Frieda and her dog Zilla immerse themselves into the world of classic fairy tales, Zilla grows bigger, angrier, and more "growly" with every turn of the page. The story explores what caused Zilla's monstrous transformation and what it takes to return him to his sweet self. The story teaches children about the importance of putting others first and about the healing power of caring for one another.

At the close of each residency, the 3rd and 4th grade students completed banners, representing their ability to internalize and share how each of them uniquely matters ("I know I matter because I offer something unique and good to the world"); has a sense of belonging ("I know I belong because these people believe in me"); and can/should do hard things ("I know I can find the good in hard things").

Students celebrated the author's visit with whole-school assemblies at each of the elementary schools.

Germain Honored With Educator of the Year Award
Congratulations to Valerie Germain who was honored with the 2025 Educator of the Year Award from the Harris Center for Conservation Education. With this award, the Harris Center annually celebrates educators who combine a love of teaching with a commitment to environmental education and outdoor learning.

Germain, a 4th-grade teacher at Pierce School in Bennington, received this honor for her strong, long-standing record of connecting students with the natural world. As naturalist Susie Spikol noted in her award speech, “It is hard to capture all the joy and authentic interest Val brings to the table when it comes to nature and the value of time outside for children and teachers together.”

In addition to educating her students about the natural environment, Germain actively serves her community. She has chaired Bennington’s Conservation Commission, organized roadside cleanups, and helped create trails in the Bruce Edes Forest. “This passion for Bennington’s green spaces infuses her work as an educator,” Spikol remarked.

“At the Harris Center,” Spikol continued, “our work is all about place-based education; in other words, helping to build and deepen connections to the very communities in which we live. In Val’s case, she is the truest expression of a place-based educator.”

“Val is an inspiration, not just to her students and the Bennington community, but to all of us here,” Spikol concluded. “She reminds us that loving a place, a home, this wild world is an invitation to do the work and do it with your heart and soul.”

At the ceremony, Germain read a poem she had written for the occasion, “Sharing the Gift of Nature.” The poem concluded with the line: “Let us all take the mission to learn, protect, research, and explore, to all children and each other, to protect our Earth to its core.”

“Val’s commitment to providing students with opportunities to explore and connect with the natural world is inspiring,” said Dr. Ann Forrest, ConVal’s Superintendent, who attended the award ceremony. “Val has created moments of discovery and awe that will forever remain with her students. She exemplifies what it means to teach with passion, intention, and great care for her students. I am incredibly appreciative of the Harris Center for recognizing and celebrating the qualities that make Val such an amazing teacher.”

Public school websites are required to be ADA compliant through Section 504 of the Rehabilitation Act of 1973 and Title II of the Americans with Disabilities Act. The Americans with Disabilities Act applies to state and local governments (Title II) as well as to all businesses that are open to the public (Title III).

Accessibility issues are categorized into four distinct principles under the Web Content Accessibility Guidelines (WCAG) guidelines. In order to be considered WCAG compliant, websites have to be:

The Contoocook Valley School District is committed to providing all pupils a safe school environment.

Conduct constituting bullying or cyberbullying will not be tolerated. It is prohibited by ConVal School Board policy JICK – Pupil Safety And Violence Prevention in accordance with New Hampshire law RSA 193-F.

Policy JICK applies to all pupils and school-aged persons on school property and participating in school functions, regardless of their status under the law.
